Et tu Russia? Then fall, Kyoto!

By Matt Margolis | November 30, 2003

I look forward to what will happen when the masses learn about how Russia is on the verge of rejecting the Kyoto Treaty.

The treaty, negotiated in 1997 in Kyoto, Japan, sets a target of cutting greenhouse gas emissions by 8 percent below 1990 levels by 2012.

To date, 119 parties have signed on, but together they account for less than 55 percent of global greenhouse gas emissions, the threshold needed for the treaty to go into force.

After President Bush rejected the treaty and its mandatory pollution reductions in 2001 as too harmful to the U.S. economy, Russia’s support was needed to meet the 55-percent requirement.

But in October, Russian President Vladimir Putin predicted that the pact would fail to reverse climate change, “even with 100 percent compliance.” His economic adviser, Andrei Illarionov, contended the Kyoto Protocol would “doom Russia to poverty, weakness and backwardness.

As we’ve previously learned, and even President Bush told us, the Kyoto Treaty would do nothing to help the environment, and would simply cripple our economy. Putin came to the same conclusion regarding his own country… Hmmmmm…

Looks like Bush was right again….

Actually, Clinton never submitted it to the Senate for Ratification back in 98 (or was it 97) because he knew that he couldn’t get the 67 votes required for ratificiation.

At the same time, many state had also passed anti-Kyoto resolutions and others had such resolutions pending.

I believe the Senate vote on Kyoto was like 95-0 against it.

Kyoto’s not a particularly good protocol - but I find it alarming that Bush is completely ignoring the global warming problem. It’s real, whether you like the idea or not.
